The production HTML page is not yet complete

Official sources confirm that the former API system differs from the 2018 Academic / Research Score system. We also verified how paper scores are allocated among authors and the caps that apply to some categories.

We attempted a design evaluation using the required jev-dev skill, but Gateway communication failed, so no evaluation result was available. The skill states: “While the user requires Jev, do not silently proceed with implementation that depends on that decision; wait for service recovery or an explicitly approved alternative approach.”

Remaining tasks include design evaluation, implementation of the single-file HTML page, and verification of calculations, saving, reloading, year-to-year comparisons, and output. This HTML page is not the requested production deliverable. Work requires either restoration of the Jev connection or an explicit instruction to skip the Jev evaluation for this task.
